In reply to your telegram of the

5th, instant, and in connection with the proposed now

Kowloon Water Supply from a storage reservoir to be

constructed in the New Territory, I have the honour to

inform you that it was at one time hoped that the work

could be carried out by the Public Works Department

without the addition to their staff of a special

Engineer of experience in Waterworks construction la ap-

proaching completion of the Praya Reclamation Works

making it probable that one of the two Executive

Engineers employed on those works, could be detached for

the Kowloon Scheme.

Since the commencement of this year

however, the Praya East Reclamation Scheme has been

brought prominently forward, and the services of Mr.

Boulton, the Executive Engineer above referred to, will

be required immediately on his return to make prelimi-

nary surveys and plans for this scheme, a vote on
